Political competition and legislative shirking in roll-call votes: Evidence from Germany for 1953–2017

Abstract We analyze the impact of elected competitors from same constituency on legislative shirking in German Bundestag 1953 to 2017. The electoral system ensures at least one federal legislator per with a varying number between zero four constituency. exploit exogenous variation by investigating changes competition induced legislators who leave parliament during period and their respective replacement candidates an instrumental variables setting fixed effects. existence reduces absentee rates roll-call votes about 6.1 percentage points, which corresponds almost half mean rate our sample. effect is robust inclusion other measures political competition.
